OBJECTIVES
As an accredited HR professional, the Head of HR will lead the development of an HR Strategy for WCECH and manage the HR Function to ensure an efficient, business-focused service that supports the improvement of organisational effectiveness.
The postholder will continually promote the vision, values and objectives of the WCECH, lead the HR operational plan and managing HR specialisms. He/she will devise new initiatives, manage performance metrics, and focus on value-added and forward planning.
The Head of HR will be expected to work with other members of the Non-academic Management Team and WCEC Central Office to support wider organisational developments.
KEY RESPONSIBILITIES
HR Leadership
61 Build ‘trust and confidence’, acting as a trusted ‘sounding board’, and win commitment to delivering HR strategies and policies that underpin the WCECH strategic objectives
61 To provide leadership, guidance, coaching and education, strategic support on HR related issues to the Senior Leadership Team and the wider community
61 Provide professional advice and guidance to leaders to ensure that there is a prompt, fair and effective response to Employee Relations issues, including poor performance, time and attendance, disciplinary, grievance and whistleblowing.
61 Ensure that leaders are trained and supported to take ownership and manage any employee relations issues appropriately
61 Risk mitigation in relation to HR issues
61 Participate in or chair disciplinary/capability/grievance hearing meetings
61 Support, advise and ensure strong management of change processes are in place
61 Ensure robust internal communication is in place, which adds value to the organisation
61 Responsible for periodic review of policies and terms and conditions of service, which takes account of market forces, risk management, best management practice and meets the expectations of the SLT
61 Discuss learning outcomes with relevant people from complaints and other feedback forums and ensure these are cascaded as appropriate to support continuous improvement
61 Oversee recruitment and selection policies, procedures and practices to ensure they are in line with legislation and best practice
61 Provide advice and guidance on job description and person specification preparation
61 Ensure employee onboarding, induction and offboarding are robust, well-managed and professionally executed
61 Promote and enhance confidentiality procedures and protocols across WCECH, together with improved data protection practices
61 Overall responsibility for the production and analysis of workforce information for the FiHRSC (Finance and HR Sub-Committee of the Board of Governors)
61 Budget holder for the HR Department and authorised signatory in accordance with the school scheme of authority
61 Support the Bursar in the business planning and budgeting cycle for the HR Department.
Develop
61 Develop and implement organisational development strategies that align with the school's goals and objectives, including conducting organisational assessments, identifying areas for improvement and implementing solutions to enhance overall effectiveness
61 Conduct performance management and create an annual HR operational plan (NADP – Non-Academic Development Plan), which includes stretched targets
61 Assess development needs and performance gap analysis for staff
61 Support with talent and succession planning and internal coaching programme as required
61 Develop and inspire the WCECH HR team to achieve their potential, focusing them on business-critical issues as well as identifying training needs and opportunities
61 Ensure Campus-wide HR initiatives support delivery of the academic strategic plan
61 Support the implementation of the WCEC Reward strategy and ensure accurate calculation of the school salary budget
61 Enhance employee wellbeing initiatives and work with academic peers to foster new ideas
61 Drive and support employee engagement across WCECH, ensuring leaders are accessing all available tools, data, practices and processes to create a great culture and place to work
61 Conduct internal audits and devise implementation plans for findings
61 Responsible for HR data analysis, metrics, target setting and follow-through
61 Member of groups and committees as appropriate, e.g. Non-academic management team, Health and Safety – these will vary in line with business need.
Operational Excellence
61 Conduct regular follow-up with academic and Business Leaders to determine the effectiveness of the HR service
61 Ensure compliance with Wellington College Education China’s Policies and practices and support changes and refinement of the same
61 Establish clear accountability for HR processes and outcomes and ensure consistent application of HR policies and procedures across the school
61 Streamline HR process and encourage automation and efficiency savings
61 Expert use of HR systems and suggestions for improvement
61 Support greater use of data management systems by all and colleague training on wider functionality to ensure return on investment
61 Remain abreast of industry best practices and act as an internal HR expert, and provide training to the HR team
61 Operate as a key member of the HR team and lead meetings and action plans
61 Attend the FiHRSC as the resident in-house HR Professional
61 Undertake continuous professional development and learning opportunities relevant to the post
61 Support group HR projects and initiatives as required
61 Any other duties commensurate with the post.
QUALIFICATIONS
61 Degree-level education
61 CIPD Level 7 or equivalent (preferably)
61 Proficient in oral and written English
EXPERIENCE
61 Over 5 years of experience in a Generalist HR role, handling diverse and complex employment issues
61 Experience of reporting into and supporting a Senior Leadership Team in international or multi-national companies, and exposure to international HR best practice
61 Evidence of managing HR based projects.
